Adjudication Panel for Wales has considered three
references in respect of the above Respondent.
2. In letters dated 24 November 2011, 6 September 2012
and 29 October 2012, the Adjudication Panel for Wales
received three separate referrals from the Public Services
Ombudsman for Wales (“the Ombudsman”) in relation to
allegations made against now former Cllr Michael Whitby.
The allegations were that former Cllr Whitby had breached
the above Community Council’s Code of Conduct by his
behaviour and consequent arrest for a breach of the peace
during a demonstration in Liverpool on 4 December 2010,

(PROHIBITION OF WAITING) ORDER 201-
The Flintshire County Council hereby gives notice that it proposes to make an Order under Sections 1(1), 2(1) and (2) and 4(2) and (3)
of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit the waiting of vehicles in the lengths of roads specified
in the Schedule to this Notice between the hours of 8.30 a.m. to 9.30 a.m. and 2.30 p.m. to 4.30 p.m., Monday to Friday, during school
term time.
Exceptions are provided in the proposed Order to permit waiting for the purposes of alighting, boarding, loading and unloading, removal of
obstruction, works of maintenance, improvements, repairs and the like.
Exceptions are also provided in the proposed Order to allow vehicles displaying both a disabled persons badge and parking disc to wait in the
lengths of roads specified in the Schedule, for a period not exceeding 3 hours (not being a period separated by an interval
